Have you tried setting your PC up in Minimal config? (PSU, Mobo, CPU, x1 RAM Module) and see what happens? If nothing, can you get your hands on a spare/cheap PSU and then try again? Does the Mobo Capacitors look alright or can you see if they have swollen/blown out?

Check out Paypal's credit line. You can get $500 (or more) of credit and you pay no interest for up to 12 months. I used it for my laptop when my desktop shit the bed. I'm not like an affiliate or anything, just passing along the info to help you out.
